Smoking policy at Chitose, New Chitose Airport (CTS)
Warnings & Caveats
Smoking outside the terminal buildings, including in the car park and at entrances, is not permitted. All smoking must take place in designated enclosed smoking rooms inside the terminal.
New Chitose Airport is one of the more smoker-friendly airports in Japan, with at least 19 dedicated smoking rooms spread across all four floors of the terminal building, both before and after security. Smoking outside the terminal, including in the car park and at terminal entrances, is not permitted. All smoking must take place inside the designated enclosed rooms.
Before Security
Landside smoking rooms are available on multiple floors of the domestic terminal:
1F: 2 smoking rooms
2F: 8 smoking rooms (the most concentrated floor)
3F: 7 smoking rooms
4F: 2 smoking rooms
These rooms are accessible to anyone in the terminal before passing through security, including meeters, greeters, and departing passengers who have not yet checked in.
After Security
The smoking rooms listed above span both landside and airside sections of the terminal. The floor-by-floor breakdown from the official source does not separately itemize which rooms are pre- or post-security, but the total count of 19 rooms across all floors confirms that airside options exist. Travelers past security should look for smoking room signage on the relevant floor for their gate area.
Paid Lounges with Smoking Rooms
Two paid lounges in the domestic terminal also include dedicated smoking rooms:
Super Lounge (3F): Open 07:00-20:30. Walk-in admission is 1,500 yen (soft drinks included). Gold card holders from a wide range of Japanese and international card networks (JCB, Diners, VISA, AMEX, Rakuten, Epos, and many others) can enter free with their card and boarding pass. The lounge has 140 seats (all non-smoking in the main area) plus a separate smoking room (stand-up style). Facilities include Wi-Fi, books, newspapers, e-book service, and a multipurpose toilet.
Super Lounge Annex (4F): Open 07:00-20:30. Same admission price of 1,500 yen, same card eligibility. 81 seats (non-smoking main area) with a separate smoking room (stand-up style). Also offers private booths and Wi-Fi. Alcohol is available for purchase.
Both lounges require a boarding pass for entry in addition to payment or an eligible card.
Vaping Rules
The official airport website and available sources do not explicitly address vaping or heated tobacco products (such as IQOS). Given Japan's general approach to tobacco regulation in public spaces, treat vaping the same as smoking and use only the designated smoking rooms. Check signage on arrival for any specific guidance.
Bottom Line
New Chitose is genuinely convenient for smokers: enclosed smoking rooms exist on every floor of the terminal, and you do not need to exit the building or pay for lounge access to find one. If you want a seat and a drink alongside your smoke, the Super Lounge or Super Lounge Annex on 3F and 4F are worth the 1,500 yen.
