Smoking policy at Singapore, Singapore Changi Airport (SIN)
Warnings & Caveats
Vaping (e-cigarettes, vaporisers) is ILLEGAL throughout Singapore, including inside airport smoking areas. Possession or use can result in fines or prosecution. Smoking is only permitted in designated areas. Smoking elsewhere in the airport is prohibited. Once you clear immigration and exit the secure zone, you must repeat the full immigration and security process to re-enter. Allow sufficient time.
Changi is one of the more smoker-friendly major airports in Asia, with designated smoking areas in all four terminals, both before and after security. That said, the airport is enormous, so you need to plan ahead: the nearest smoking area may be a 10-15 minute walk from your gate, and once you clear immigration you cannot easily step outside and re-enter.
Before Security
Landside smoking is done at outdoor kerbside zones at the arrivals and departures levels of each terminal. All are open daily with no time restrictions.
T1: Arrival Kerbside East (Level 1, near Coach Stand), Departure Kerbside East (Level 2, near Door 5), Departure Kerbside West (Level 2, near Door 1)
T2: Arrival Kerbside South (Level 1), Arrival Kerbside North (Level 1), Departure Kerbside North (Level 2)
T3: Arrival Kerbside North (Level 1), Arrival Kerbside South (Level 1, near Coach Stand), Departure Kerbside North (Level 2, near Door 8), Departure Kerbside North (Level 2, near Door 1)
T4: Arrival Kerbside North (Level 1, near Coach Stand), Arrival Kerbside South (Level 1, near Door 4), Departure Kerbside South (Level 2, near Door 6)
These are all open-air spots right outside the terminal doors, easy to find.
After Security
Airside smoking areas exist in all four terminals and are open 24 hours. They include a mix of enclosed indoor rooms, outdoor decks, and garden-style terraces.
Terminal 1 has five airside spots:
Near Gate C16 (Level 2, Departure Transit Hall East)
Between Gates D35-D36 (Level 2, Departure Transit Hall East)
Outdoor Deck (Level 2, Departure Transit Hall West)
Cactus Garden (Level 3, Departure Transit Hall West) - a proper outdoor garden terrace
Near Snooze Lounge (Level 3, Departure Transit Hall Central)
Terminal 2 has five airside spots:
Sunflower Garden (Level 3, Departure Transit Hall South) - a popular outdoor garden area
Behind Sunglass Hut (Level 2, Departure Transit Hall South)
Near GST Refund Counters (Level 2, Departure Transit Hall South)
Pavilion Lounge at South Finger Pier (Level 2, near Gate F33) - access requires entry to the Pavilion Lounge
Sanctuary Lounge at North Finger Pier (Level 2) - access requires entry to the Sanctuary Lounge
Near Children's Play Area (Level 2, Departure Transit Hall North)
Terminal 3 has five airside spots:
Indoor Smoking Area opposite Butterfly Garden (Level 2, Departure Transit Hall North)
Indoor Smoking Area next to Harry's Bar (Level 2, Departure Transit Hall South)
Outdoor Smoking Area next to Gate A21 (Level 2)
Outdoor Smoking Area opposite Gate B10 (Level 2)
Indoor Smoking Area opposite Koi Pond (Level 2, Departure Transit Hall South)
Terminal 4 has four airside spots:
Near Gate G4 (Level 2, Departure Transit Hall North)
Near Heritage (Level 2, Departure Transit Hall North)
Near Gate G16 (Level 2, Departure Transit Hall North Pier)
Near Lift Lobby 10/11 (Level 2M, Departure Transit Hall North)
Near BLOSSOM - SATS and Plaza Premium Lounge (Level 2, upstairs)
Lounge Smoking Areas
Two T2 smoking spots are inside paid lounges. The Pavilion Lounge (South Finger Pier, near Gate F33) and Sanctuary Lounge (North Finger Pier) both have smoking areas accessible only to lounge guests. Walk-in access pricing varies; check directly with each lounge. Priority Pass and similar memberships may grant entry.
Vaping Rules
Vaping is completely illegal in Singapore. It is illegal to buy, use, or possess e-cigarettes and vaporisers anywhere in the country, including inside designated airport smoking areas. Do not vape at Changi under any circumstances.
Transit and Layovers
If you are transiting through Changi without clearing immigration, you can still access the airside smoking areas in your terminal. Do not exit the secure zone unless you have enough time to clear immigration and security again before your flight.
T4 is a separate building from the T1-T2-T3 complex. Do not plan to walk between terminals to reach a smoking area.
Bottom Line
Changi is genuinely smoker-friendly with free, 24-hour designated areas in every terminal both before and after security. Just check where the nearest spot is relative to your gate before you wander off, because the terminals are large.
