NSW law: smoking within 4 metres of a pedestrian entrance or exit of a public building is an offence. On-the-spot fine: $550 AUD issued by NSW Health Inspectors. No smoking areas exist airside in any terminal (T1, T2, or T3). Transit passengers in T1 have no access to any smoking area without clearing immigration.
Sydney Airport operates a strict no-smoking policy inside all three terminal buildings, and there are zero airside smoking options once you pass security or customs in any terminal. Vaping and e-cigarettes are also banned inside the terminals. Your only option as a smoker is to use the designated outdoor areas before you go through security, and you need to plan for this, especially on international departures.
Before Security
All smoking areas are outdoors and landside. NSW law prohibits smoking within 4 metres of any pedestrian entrance or exit of a public building, so you must use the marked designated zones.
Terminal 1 (International):
Departures level: Two designated smoking spots are marked on the departures road, one at the western end near check-in zone A and one further along the departures road toward the eastern end. There is also a reported outdoor terrace near check-in area A: look for the public toilets, then find the corridor between the male and female facilities that leads through double doors to a large deck with tables and chairs, partially covered. Morning sun can be an issue here.
Arrivals level: Exit the building and turn left, walk to the far end of the building where there is a designated smoking area. A second smoking spot is marked near the buses/coaches zone on the western side. The Arrivals Court map shows multiple smoking icons at both ends of the building.
Terminal 2 (Domestic):
Arrivals level: Exit the building and turn right, walk to the far end of the terminal. There is a smoking area with some seating, partially under cover.
Departures level: The same arrangement applies on the upper level: exit and head to one end of the terminal for the designated zone.
Terminal 3 (Qantas Domestic):
Designated smoking zones are located outside the terminal entrances. Signage is in place, so follow the posted signs. One traveler report from 2018 noted T3 as relatively relaxed for a quick smoke right outside the terminal.
After Security
There are no smoking areas airside in any terminal at Sydney Airport. This applies to T1 international departures, T2, and T3. Once you clear customs or security, you cannot smoke until you land at your destination. There are no paid lounges at SYD with a smoking room or terrace that would give you an airside option.
Transit and Layovers
If you are transiting through T1 without entering Australia, there is no smoking facility available to you at all. The official airport website explicitly states there are no smoking areas for transit passengers in T1. If your layover is long enough to clear immigration and enter Australia, you could theoretically exit, smoke in a designated outdoor area, and then re-clear security and immigration, but this is a significant undertaking and you would need to factor in immigration queues and security wait times carefully.
Vaping Rules
E-cigarettes, vapes, and heat-not-burn devices are all banned inside the terminal buildings, in line with the general no-smoking policy. Treat them exactly as you would a cigarette: outside only, in designated zones.

Bottom Line
Smoke before you go through security, because once you are airside at SYD there is no way to light up, no lounges with smoking rooms, and no exceptions for transit passengers.
