However, despite these official pronouncements, specific designated smoking areas, both before and after security, continue to be reported by travelers, some with very recent updates from 2024 and 2025. This suggests a nuanced reality where official policy might differ from practical availability, especially within certain lounges or paid facilities. Before passing through security, travelers will generally find designated outdoor smoking areas at all four terminals. At Terminal 1, an outdoor smoking area is located on the arrivals level, across the car and bus lanes, towards the very right end. Similarly, Terminal 2 offers outdoor smoking sections before security in the parking area, directly across from the arrivals exits and notably opposite Jollibee, often marked with clear signage. Terminal 3 also provides an outdoor option on the arrivals level (Level 1), accessible via the far left door when facing the airport building. For Terminal 4, which primarily serves smaller domestic flights, a designated outdoor area is available in the parking lot, approximately 50 meters from the terminal entrance. These outdoor zones are typically the safest and most compliant options for a smoke before your flight. The situation after security is more restrictive and often comes with conditions. In Terminal 2, a notable option is the "PUFF Lounge" near Gate 9. This is a paid service, costing US$12, which includes a smoking permit, a beverage (beer or coffee), bottled water, and mixed nuts, allowing two 30-minute entries. This lounge is a confirmed, albeit costly, option for smokers post-security. For Terminal 3, there are several lounge-specific smoking facilities. The IQOS/Vaping Lounge, located between Gates 111 and 112 (or opposite Gate 112, connected to Sky&Go Cafe), caters specifically to users of heated tobacco products and vapes, with updates confirming its operation as recently as March 2025. Additionally, the PAGSS Lounge on the 4th floor of the international departures area, airside, is reported to have a regular smoking room. The lounge utilized by Qatar Airways in Terminal 3 also reportedly features a smoking room at its far end, accommodating both traditional cigarettes and vapes/IQOS. Vaping policies generally align with smoking policies, with dedicated IQOS/vaping lounges available in Terminal 3 and some general smoking rooms in lounges also permitting vapes. However, it's crucial to be discreet and only use these products in designated areas. Given the official "smoke-free by law" declarations, travelers should exercise caution. Attempting to smoke outside designated areas, even discreetly in parking lots, carries the risk of significant fines. It is always advisable to confirm the availability of smoking facilities upon arrival, as policies can change.
