Smoking inside any MCO terminal building violates Florida's Clean Indoor Air Act. First offense fine: up to $100. Repeat offenses: up to $500. Airport security can issue warnings, direct you to a smoking zone, or have you removed from the property. Smoking is also prohibited in all airport parking garages. Vaping and e-cigarettes carry the same penalties as traditional smoking indoors.
Orlando International Airport (MCO) has been a fully smoke-free indoor facility since July 1, 2003, when Florida's Clean Indoor Air Act took effect. There are zero indoor smoking areas, rooms, or lounges anywhere in the airport, not in the terminals, not in the concourses, not in any lounge or restaurant. Your only legal option is to step outside to one of the designated curbside zones before you clear security.
Before Security
All designated smoking areas are outdoors, positioned along the curbside of Terminals A, B, and C. You'll find spots on two levels:
Level 1 (Arrivals / Ground Transportation): Outdoor zones outside Terminals A and B (Northeast and Southeast corners), and Terminal C (North and South sides).
Level 3 (Departures / Ticketing Level): Outdoor zones outside Terminals A and B (Northwest and Southwest corners), and additional spots at Terminal C.
Each zone is marked with clear directional signage and equipped with ashtrays. The areas are positioned away from the main entrances to keep smoke away from passing travelers. Note that Florida summers are hot and humid, and afternoon thunderstorms are common, so plan accordingly.
After Security
There are no smoking areas of any kind after you pass through TSA screening. No indoor smoking rooms, no airside outdoor decks, no lounge smoking sections, nothing. One third-party source mentions a "Level 2 Smoking Deck" accessible post-security, but this conflicts with the airport's own non-smoking policy and multiple other sources. Treat that claim with skepticism; the consistent, reliable answer is that once you're airside, you cannot smoke.
If you absolutely need a cigarette after clearing security, you must exit the secure zone entirely, walk to a curbside smoking area, and then re-queue through TSA screening. During peak travel times at MCO, security lines can be unpredictable, so budget at least 30-45 minutes for the round trip.
Vaping Rules
Vaping, e-cigarettes, and all electronic smoking devices are treated identically to traditional cigarettes under Florida's Clean Indoor Air Act. They are banned inside all terminal buildings and may only be used in the same outdoor curbside zones. Do not attempt to vape discreetly inside the terminal, airport staff actively enforce this rule.
Transit and Layovers
Connecting passengers have no special exemption. If you want to smoke during a layover, you must exit the secure area, use an outdoor zone, and clear security again. There are no separate smoking facilities for transit travelers. For short connections, this is simply not practical, nicotine gum or patches are a smarter option.
Bottom Line
Smoke before you enter the terminal or immediately after you land and collect your bags, once you're airside, there is no legal way to smoke at MCO. Plan your timing carefully, especially for connections.
