Which chains sell smoking rooms, and which do not
On 26 October 2026 we read the Booking.com room lists of about 300 hotels in Tokyo, Narita and Osaka. Smoking shows up as part of the room name, and the results differ a lot by chain.
| Chain | What we found |
|---|---|
| Toyoko Inn | 27 of 28 buildings sampled in Tokyo, Osaka and Narita list smoking rooms; Haneda No.2 does not |
| MYSTAYS | All 3 sampled in Tokyo and Osaka list them |
| APA Hotel | 7 of 35 sampled in Tokyo and Osaka; Shinjuku Kabukicho Tower lists only non-smoking types |
| Sotetsu | 1 of 4 sampled |
| Hilton group | hilton.com says “Smoking rooms available: No” for Hilton Tokyo, Hilton Tokyo Odaiba, DoubleTree by Hilton Tokyo Ariake, Hilton Tokyo Narita Airport and The Tokyo Station Hotel |
Even in the chains that sell them, smoking rooms are a minority of the rooms in each building. They sell out first on busy dates.
How to book a room that really is a smoking room
- Open the hotel's page on Booking.com and scroll to the room table. The only smoking-related filter for Tokyo is “Non-smoking rooms” (3,978 properties on 26 Oct 2026), which does not help you.
- Choose a room whose name contains “Smoking” and not “Non-Smoking”, for example “Double Room - Smoking”.
- On Agoda, the special-request box offers “I want a non-smoking room” and nothing for smoking. Book the labelled room type there too.
- If no smoking type shows for your dates, search two or three other dates before giving up. The label vanishes when those rooms are sold out, so a missing label on one date is not proof the hotel has none.
A request is not a booking. Hotel New Otani's FAQ says a smoking room can be requested but may not be available. Only a room type labelled Smoking is a reliable way to get one.
Near Haneda and Narita
If you land late or leave early, these are the airport-side options we could confirm.
- Haneda: Toyoko Inn Haneda Airport No.1 (2 km, per Booking.com) and HOTEL MYSTAYS Haneda. The hotels attached to the terminals (Haneda Excel Hotel Tokyu, The Royal Park Hotel Haneda, Villa Fontaine Premier and Grand) showed no smoking room type.
- Narita: both Toyoko Inn Narita Airport buildings and Richmond Hotel Narita, which has a single smoking room type. Hilton Tokyo Narita Airport tells guests that all rooms are non-smoking.
For the airports themselves, see our pages for Haneda and Narita.
What the law allows
Japan's revised Health Promotion Act, fully in force since 1 April 2020, bans smoking indoors in public places but exempts private hotel and inn guest rooms, according to a Ministry of Health, Labour and Welfare notice. The hotel decides room by room. Lobbies, restaurants and corridors must be smoke-free, apart from designated smoking rooms; heated-tobacco-only rooms are a separate designated type, as Setagaya Ward's leaflet explains.
Inside a guest room, the hotel's own rule applies to heated tobacco too. Hotel New Otani, for example, bans IQOS-type devices and e-cigarettes in its non-smoking rooms and says it may bill cleaning costs if you use them, with no amount published. We found no yen figure for smoking in a non-smoking room at any Tokyo hotel. Street-smoking rules, which vary by ward, are on our Japan rules page.
Hotels with a smoking area but no smoking rooms
Three hotels came up often in searches and do not belong in the list above. Hotel Sunroute Plaza Shinjuku says on Booking.com that all guest rooms are non-smoking, with a designated smoking area on site. Villa Fontaine Premier Haneda Airport, connected to Terminal 3, lists a smoking area but no smoking room type. Hilton Tokyo Narita Airport answered a guest that all rooms are non-smoking and pointed to a smoking area nearby.

Questions travellers ask
Do hotels in Tokyo have smoking rooms?
Yes. Private guest rooms are exempt from Japan's indoor smoking ban, so many business hotels sell smoking rooms as a separate room type. We found 12 that list them, led by Toyoko Inn, MYSTAYS and Hotel New Otani. Large international chains mostly do not.
How do I book a smoking room in Tokyo on Booking.com?
There is no smoking filter. Open the hotel page, scroll to the room table and choose a room whose name contains “Smoking” rather than “Non-Smoking”. If none shows for your dates, try other dates, because the label disappears when those rooms are sold out.
Which Tokyo hotels near Haneda have smoking rooms?
Toyoko Inn Tokyo Haneda Airport No.1 (2 km from the airport) and HOTEL MYSTAYS Haneda list smoking room types on Booking.com. The hotels connected to the terminals showed none when we checked on 26 October 2026.
Can I use IQOS or a vape in a non-smoking hotel room in Tokyo?
Check the hotel's own rule. Hotel New Otani Tokyo, for one, does not allow heated tobacco or e-cigarettes in non-smoking rooms and may bill cleaning costs if you do.
What is the fee for smoking in a non-smoking room in Tokyo?
We found no published yen amount. Hotel New Otani's FAQ says cleaning costs may be charged without naming a figure.
