Nagasaki Airport (NGS) takes a typical Japanese regional airport approach to smoking: designated enclosed smoking rooms are available both before and after security, so you won't be left without options, but smoking anywhere outside those rooms is prohibited. The airport is compact, with a single passenger terminal, which makes finding the rooms straightforward once you know where to look.
Before Security
Landside, there is a smoking room located in the arrivals area on the ground floor. If you've just landed and collected your bags, or if you're dropping someone off and want a cigarette before heading back out, this is your spot. It's an enclosed room, consistent with Japan's standard approach of fully separating smokers from the general terminal flow.
After Security
Airside options are actually quite reasonable for a regional airport this size:
Floor 2, Domestic Departures: Two smoking rooms are available in the domestic departures area after you clear security. These are enclosed, ventilated rooms in the standard Japanese style.
Floor 2, International Departures: One smoking room is available in the international departures area on the same floor.
Floor 3, Observation Deck: There is a smoking room on the third floor near the observation deck. This area is accessible to the public (no boarding pass required for the observation deck itself), so it may be usable before or after security depending on your access route.
Vaping Rules
Japan broadly permits heated tobacco products (such as IQOS, Ploom, and glo) in designated smoking rooms alongside conventional cigarettes. Liquid nicotine e-cigarettes are not legally sold in Japan, so heated tobacco is the practical choice for most vapers. Use the same enclosed smoking rooms as for cigarettes.
Bottom Line
Nagasaki Airport is reasonably smoker-friendly for its size. Smoke in the arrivals smoking room before security, or use one of the three airside rooms on Floor 2 or the Floor 3 observation deck room after clearing security.
