No further detail on the size, ventilation, or exact format of these rooms is available from current sources. Given standard practice at Chinese airports of this size, they are likely enclosed smoking rooms with wall-mounted electric lighters (personal lighters are banned under Chinese aviation rules).
China-Wide Lighter Ban
This applies at ZUH as it does at every Chinese airport: personal lighters are not permitted. Electric lighters are typically mounted on the walls inside designated smoking rooms. Pipe and cigar smokers will find this a real inconvenience, as the wall-mounted units only work reliably for cigarettes and cigarillos.
Vaping
No specific vaping policy for ZUH is documented in available sources. China's general indoor smoking ban technically covers e-cigarettes in enclosed public spaces, so treat vaping the same as smoking and use only the designated areas.
Transit and Layovers
